Human Resource Outsourcing Services

Since 1999 through its wholly owned subsidiaries Primary Business Systems LLC, PBS HR Services LLC and Primary HR Services LLC which are regional Professional Employer Organizations (PEO) have been providing comprehensive, value added human capital management solutions. We offer our clients, which are typically small to medium-sized business, a broad range of product and services that provide a complete solution for the clients’ human resources outsourcing needs. Our products and services include benefits administration, payroll administration, governmental compliance, risk-management, unemployment administration, and health, welfare and retirement benefits.

Focus on the Business of Business
PBS began offering PEO services to our new and existing clients in 1999 through our subsidiaries Primary Buisness Systems LLC, Primary HR Services LLC and PBS HR Services LLC. By introducing this value added service to our customers, PBS became one of the few companies to provide comprehensive human resource management solutions to small and medium sized businesses. Many businesses, particularly those with a limited number of employees, find personnel administration requirements to be unduly complex and time consuming. Outsourcing these managerial burdens enables small enterprises to devote their limited resources to their core competencies.

In a PEO services arrangement, we enter into a contractual agreement with the customer becoming a co-employer of the client company’s existing workforce. As the co-employer, we assume responsibility for some or all of the human resource management responsibilities, including payroll and taxes, employee benefits, health insurance, workers’ compensation coverage, workplace safety programs, compliance with federal and state employment laws, labor and workplace regulatory requirements and related administrative responsibilities. Our clients remain responsible for day-to-day assignments, supervision and training and in most cases, recruiting. Each new hire is processed by PBS to ensure that we are in compliance with all federal and state labor laws and regulations.

Before entering into an agreement with a potential PEO client, we conduct a thorough analysis of the current personnel policies and procedures, workers’ compensation costs, safety standards and creditworthiness. We also review their current employee benefit plan(s), if any, and determine what combination of plans would most effectively meet their objectives. After a safety inspection of the customer's facilities, we introduce our workplace safety program and recommend improvements in procedures and equipment, which the potential client must agree to implement as part of the co-employer arrangement.

Our prospective clients must demonstrate to us that they possess the right attitude when it comes to the employer-employee relationship. The monetary reward available from our safety incentive program is an integral part of many of our PEO arrangements and has proven to be a very successful tool in “making the workplace safer.”

For over 100 PEO clients, we are their HR department. With the myriad of employee labor laws, these companies rely on PBS as the experts when it comes to HR matters.
